Developing a Disaster Risk Management Index for Latin American Countries

Abstract: This work aims to create a risk disaster management index to measure how government institutions are dealing with disasters beyond legal and normative regulations advancing toward enforcement and implementation. With the complexity of the disaster risk management concept and its scope in mind, the analytic hierarchy process (AHP) methodology was used to create a comprehensive index capable of measuring disaster risk management at national and subnational levels. The index was checked for six Latin-American countries: Mexico, Nicaragua, Honduras, Colombia, Argentina, and Chile, obtaining representative results.
