Abstract: There are many organizations in the world today that are devoted to studying arms control and conflict resolution. None is really able to provide direct assistance to conflicting parties. what is needed is an international center for Conflict Resolution, located in a neutral territory, that will offer direct assistance in international disputes through involvement in defining the problem and conducting negotiations.
